Eco-Tech Waste-to-energy Plant (Phase I and Phase II)

Our Eco-Tech WTE Plant operates under a BOO operation mode, commenced technological upgrade since April 2014 (i.e. upgrade of fluidised bed incineration system to moving grate incineration system), which increased its designed daily MSW processing capacity from 1,200 tonnes to 1,800 tonnes, while maintaining its installed power generation capacity of 36 MW and resumed trial operation in August 2015. In January 2015, the Group was informed by Dongguan Municipal Administration that Eco-Tech WTE plant could expand the installed daily MSW processing capacity by an additional 1,500 tonnes. Incinerator testing commenced in Q1 2017.

  • Kewei Waste-to-energy Plant

    Our Kewei WTE Plant operates under a BOO operation model and the construction of the plant was completed in 2011. It commenced trial operation in January 2011 and commenced commercial operation in November 2012. Our Kewei WTE Plant has a designed daily MSW processing capacity of 1,800 tonnes and an installed power generation capacity of 30 MW. Our Kewei WTE Plant has employed moving grate incineration technology since the commencement of its operations.

China Scivest Waste-to-energy Plant (Phase I and Phase II)

To bolster our dominant market position in Dongguan, Guangdong Province, we acquired China Scivest in January 2014, which operates our China Scivest WTE Plant.

Our China Scivest WTE Plant has a designed daily MSW processing capacity of 1,800 tonnes and an installed power generation capacity of 42 MW. We operate our China Scivest WTE Plant pursuant to a BOT concession. After re-commencing its trial operation upon the completion of its Technological Upgrade in July 2013, our China Scivest WTE Plant adopted the moving grate incineration technology similar to the one adopted by our Kewei WTE Plant.

In December 2015, the Group was informed by Dongguan Municipal Administration that China Scivest WTE plant could expand its daily MSW processing capacity by an additional product line of 1,200 tonnes and establish an integrated site for environmental public awareness in Dongguan. Phase II commenced trial operation in Q4 2017.

  • Zhanjiang Waste-to-energy Plant

    Zhanjiang Yuefeng is a 55% owned subsidiary of our Group, with the remaining 45% interest held by High Point. In April 2015, the Group was informed by the Zhanjiang Development and Reform Commission (湛江市發展和改革局) that Zhanjiang Yuefeng shall develop the first and second phases of Zhanjiang project simultaneously. Accordingly, Zhanjiang Yuefeng shall construct the Zhanjiang WTE plant with total daily MSW processing capacity of 1,500 tonnes without any phase arrangement. In May 2015, the Group acquired the remaining 45% equity interests in Zhanjiang Yuefeng with an aim to enhancing project management and receive stable revenue from its WTE plant. Zhanjiang WTE plant commenced trial operation the first half of 2016.

  • Laibin Waste-to-energy Plant (Phase I and Phase II)

    In May 2015, Kewei entered into agreements with Fujian Zhongan and Beijing Zhongke respectively in relation to the acquisition of 80% and 20% equity interest in Laibin Zhongke. It currently operates a WTE plant under a BOT concession right in Laibin City, Guangxi Province, and it is our first project outside Guangdong province. The daily MSW processing capacity of phase I and phase II are 1,000 tonnes and 500 tonnes respectively. Phase I commenced trial operation in Q3 2017.

  • Xingyi Waste-to-energy Plant (Phase I and Phase II)

    Xingyi WTE Plant is our second project outside of Guangdong province. On 26 January 2016, we entered into an agreement in relation to the acquisition of 100% equity interest of Xingyi project. The daily MSW processing capacity of Phase I and Phase II are 700 tonnes and 500 tonnes respectively and are in operation already. The concession right is for a term of 30 years commencing from the date of formal commissioning. Phase II commenced trial operation in Q2 2017.

  • Beiliu Waste-to-energy Plant (Phase I and Phase II)

    On 10 March 2016, the Group was conditionally awarded the BOT concession right in relation to the Beiliu WTE Plant by Beiliu Municipal Bureau of City Administration and Law Enforcement. The processing capacity shall be 1,050 tonnes, and the concession period to operate shall be 30 years. Beiliu WTE Plant shall be constructed in two phases, of which the Processing Capacity shall be 700 tonnes after phase I and 1,050 tonnes after phase II. Phase I commenced trial operation in Q1 2018.

  • Zhongshan Waste-to-energy Plant

    This project is under a management agreement between the Group and Zhongshan City Guangye Longcheng Environmental Company Limited and we are entrusted with the management of construction and operation of the Zhongshan WTE plant upon completion. The daily MSW processing capacity of Zhongshan WTE Plant is 1,040 tonnes and incinerator testing commenced in Q1 2017.

  • Lufeng Waste-to-energy Plant (Phase I and Phase II)

    We were awarded a BOT WTE project by Lufeng City of Guangdong Province. The project has MSW processing capacity of 1,600 tonnes, and will be constructed in 2 phases. Phase I and II have a capacity of 1,200 tonnes and 400 tonnes respectively, and Phase I commenced trial operation in the second half of 2018.

Qingyuan Waste-to-energy Plant (Phase I and Phase II)

On 24 August 2015, the Group acquired 100% equity interest in Qingyuan project. The WTE plant will have a daily MSW processing capacity of 1,500 tonnes for Phase I and an additional 1,000 tonnes for Phase II.

Xinyi Waste-to-energy Plant (Phase I and Phase II)

We were awarded the BOT concession right in relation to the Xinyi WTE Plant by Bureau of Housing, Urban and Rural Planning and Construction of Xinyi Municipality. The daily municipal solid waste processing capacity of Xinyi WTE Plant shall be 750 tonnes. Xinyi WTE Plant shall be constructed in two phases, of which the processing capacity shall be 500 tonnes after phase I and 750 tonnes after phase II. The concession period to operate the Xinyi WTE Plant shall be 30 years. Phase I is expected to commence operation in 2019.

Dianbai Waste-to-energy Plant (Phase I and Phase II)

We were awarded Dianbai public-private-partnership (“PPP”) project by Bureau of Housing, Urban and Rural Construction of Dianbai District, Maoming City. The daily municipal solid waste processing capacity of Dianbai WTE Plant shall be 2,250 tonnes. The Dianbai WTE Plant shall be constructed in two phases, of which the Processing Capacity of phase I shall be 1,500 tonnes and phase II shall be 750 tonnes. The concession period to operate the Dianbai WTE Plant shall be 30 years. Phase I is expected to commence operation in 2020.

Xuwen Waste-to-energy Plant (Phase I and Phase II)

We were awarded the BOT concession right in relation to the Xuwen WTE Plant by Bureau of Housing, Urban and Rural Planning and Construction of Xuwen County. The total daily municipal solid waste processing capacity of the Xuwen WTE Plant shall be 750 tonnes. The Xuwen WTE Plant shall be constructed in two phases, of which the processing capacity of Phase I shalll be 500 tonnes and Phase II shall be 250 tonnes. The concession period to operate the Xuwen WTE Plant shall be 27 years. Phase I is expected to commence operation in 2020.

Xinfeng Waste-to-energy Plant (Phase I and Phase II)

We entered into an agreement in relation to the acquisition of 100% equity interest of Xinfeng project. The total daily municipal solid waste processing capacity is 800 tonnes and phase I and II commenced construction at the same time. The concession period to operate the waste-to-energy power plant shall be 30 years commencing from the operation. Phase I is expected to commence operation in 2019.

Jianyang Waste-to-energy Plant (Phase I and Phase II)

We entered into an agreement in relation to the acquisition of 100% equity interest in Hangzhou Langneng Environmental Company Limited. It currently holds 100% equity interest in Jianyang Lubao. Jianyang Lubao holds 50% equity interest in Jianyang Yuefeng Environmental Power Company Limited. The Jianyang Yuefeng Environmental Power Company Limited owns the build-operate-transfer concession right to operate a waste-to-energy plant in Jianyang City, Sichuan Province. The total daily municipal solid waste processing capacity of the waste-to-energy plant is 3,000 tonnes and shall be constructed in two phases, of which the processing capacity of phase I shall be 1,500 tonnes and phase II shall be 1,500 tonnes. Phase I is expected to commence operation in 2020.
